Applications are now being accepted for openings for a number of boards and commissions that the City Council and Mayor
will appoint this spring. Board and commission members in the City of
Minneapolis provide valuable insights, help shape key policy decisions and
provide community-based input into administration of services. The City is
seeking applicants with a diversity of backgrounds and experiences to
strengthen the work of the City. There are 58 open positions on 11 City boards
and commissions.

Applications will be reviewed beginning
April 13, 2012. However, the positions are open until filled. Visit the City’s

Nice Ride bike event (April 17)

Nice Ride Minnesota is back on the streets and ready for members!

Nice Ride Minnesota, the Twin Cities bike-share program,
provides 1200+ bikes at 130+ stations throughout Minneapolis and St. Paul.  Nice Ride provides a convenient and fun
transportation option to get to work, to get to play, and to get all around
town.

And, we will be at the Saint Anthony Main Station from 4pm-7pm on April 17th. We are getting the
word out about how our system works, why more people in the Twin Cities love
bike share, giving away prizes, and hosting small bike tour around the
neighborhood from 5:30-6pm. Bikes will be available for use.

Bike sharing is a convenient form of transportation for all
types of riders. New Rider? The Nice Ride bikes are stable, easy, and reliable
way to enter the Twin Cities biking scene. Experienced Commuter? Nice Ride
bikes are great for one way trips, and no personal lock needed just a Nice Ride

State Grants awarded to 2 projects in Marcy-Holmes

The Minnesota Department of Employment and Economic Development has
awarded $2.4 million in grants for 11 projects, including four in the Twin
Cities, to help offset the costs of redeveloping blighted property. Two are in
Marcy-Holmes:

  • $180,500 for
    the demo and infrastructure costs associated with redeveloping 700 Central
    Ave. in Minneapolis, which has been used as a storage and warehouse
    facility. It will be redeveloped into 255 apartments, plus 80,000 square
    feet of office, retail and restaurant space.
  • $200,000 for
    the interior demolition and infrastructure costs associated with
    redeveloping Pillsbury Lofts in Minneapolis. The former home to the
    Pillsbury flour mills will be turned into 225 units of affordable housing
    for artists.

Lilacs Giveaway!

LILACS GIVE AWAY

Because of upcoming construction Doran Cos has offered to give away 40 lilac bushes from their Main
St SE site. The bushes are mostly around 5’ tall ; 2 are white flowers and the
rest purple.

MHNA gardeners have reserved 10 so far, but there are many more needing good homes. Please call the
MHNA office to find out when and where pick-up will take place. Construction
crews will be digging them out week of April 9th. Pass the word!

Community Engagement Commission (NCEC) elections are approaching

Community Engagement Commission (NCEC) elections are approaching for our district ( #4).

Candidates can submit application to run for a seat on the commission from now until May
11, 2012. Not familiar with the NCEC? Here’s the scoop: When the NRP
((Neighborhood Revitalization Program) ended, the city replaced it with the
Community Participation Program (CPP). A board of commissioners, the NCEC,
oversees the new program. CPP provides funding for many MHNA activities.
Candidates for the commission must live in the district they intend to
represent and they must be present at the June 28th Commission
Elections.

(any time you can help) through April 21st (All day).  Jobs include building and setting up the gallery walls, main
stage, drink and food areas; clean up and sprucing up the entry, raffles areas,

process the art, curate the event, and hang the art. Lots of pick-ups and
transports will be needed, if you have a truck and want to help, please sign
up. Can you hangs lights and climb a ladder, use a broom? We need strings of
lights, drapery andfabrics. We welcome everyone!

News from the Second Precinct

The good news – burglaries are down over
2011’s numbers. With continued education and outreach hopefully this number
will continue to come down – remind your neighbors to lock their storm and main
doors; pin windows and sliding doors (recommend having windows and doors open
no more than 6 inches); secure service and main garage doors; take valuables
out of vehicles; secure your bike to a solid object and use a quality lock; and observe and report any suspicious
activity by calling 911 as it happens.

On the increase, however is larceny (this
includes: theft, theft from motor vehicle, theft of motor vehicle parts, theft
of bicycle, theft of person) and we saw small increases in auto theft,
aggravated assault and robberies. Since some early March arrests, there have
been no more robberies.

·         The 2nd precinct has seen an
increase of theft of home and commercial air conditioners – make sure that
window air conditioners are secured to the wind frame and make sure that if you
have a commercial air condition system that it gets check at least once a week..

The 2nd Precinct will be having Block club
training on Wednesday, April 11th at 6:30 p.m. at the 2nd Precinct – remember
you do not have to wait until National Night Out to have a block event.
The 2nd Precinct will be working to continue to maintain and increase out
outreach to the neighborhood by training more block leaders and building email
databases.

The 2nd Precinct is also working on plans for the Frozen Four (April 5th and
possibly the 7th) and Spring Jam (April 19th – 22nd.

Update to St. Anthony Falls Historic District Design Guidelines

The Community Planning and Economic Development Department (CPED) of the City of Minneapolis is updating the St. Anthony Falls Historic District Design Guidelines.

FROLF Tournament (May 19)

First Annual Marcy-Holmes FROLF tournament May 19, 2012

Join your neighbors for the First
Annual Historic Marcy-Holmes Frolf Tournament!
On May 19th, a
neighborhood wide frisbee golf tournament will be taking place which will
highlight 9 historic properties in the neighborhood.  We’ll start at
Holmes Park behind Marcy Open School and end at Pracna on Main.

• Registration for this event
is in person at 9 am, May 19th at Holmes Park.
Event starts at Holmes Park at 1:00 pm. Registration is $10, maximum 20
participants.

• All participants will receive a tee-shirt as part of the registration
fee.

•Participants will be teamed up like regular golf, in mixed pairs.

They have to hit all nine goals, in no particular order.  The holes are
set up so that there is a logical order, a general loop around the
neighborhood.

At all nine holes, participants will hear a little blurb about the historical
significance of the landmark in the development of the neighborhood and
Minneapolis.

• We will finish at Pracna where participants will be given a quiz about
the neighborhood.  The score on the quiz subtracted from the score in the
game will determine who wins first, second, third. Prizes donated by
Vic’s Restaurant and Brasa Rotisserie.

If you don’t join us for somewhere in between, expect to see IFO’s (identified
flying objects) throughout the neighborhood as contestants vie for historic
glory!

Compostable yard waste bags required by law

Minneapolis Solid Waste & Recycling customers getting ready to take care of their yards
this year need to know which bags to use for yard waste.

Starting on garbage day in the week of April 9, 2012 – the beginning of
this year’s yard waste collection season – bagged yard waste put out for
collection must be in compostable bags – either paper bags or compostable
plastic bags – or reusable containers.

A four-week grace period will allow a transition for folks who have plastic
leaf bags filled from last season. An educational/instruction tag will be left
by collection crews during this four-week transition period.

Through trash day the week of April 30, leaves in non-compostable plastic bags from
last year will be collected. Due to the extra work and expense this requires,
however, the City requests that if you still have empty non-compostable plastic
bags, please do not fill them. After the week of April 30, yard waste in
plastic bags will be left and tagged for resident re-packaging.

Marcy Holmes: 2.5% Low-Interest Loan

The Marcy Holmes Neighborhood Association (MHNA), has made Neighborhood Revitalization Program (NRP) funds available to property
owners of the Marcy Holmes neighborhood to make home improvements.

Loan Terms

·       Minimum
loan amount: $4,000

·       Maximum loan amount: $20,000

·       Interest rate: 2.5% fixed

·       No maximum income limit!

·       Maximum repayment term 10 years.

·       Additional terms, conditions and closing costs may apply and are subject to change without
notice.  Financing is secured by a mortgage on the property.

Eligible Properties

1-4 unit, owner-occupied or absentee-owned residential structures located in the Marcy-Holmes neighborhood.  Townhomes and condos
are not eligible.

Eligible Improvements

Eligible projects include most interior and exterior permanent improvements. You are required to collect 2 bids for any projects
costing $5,000 or more.

Earth Day (April 21)

Annual Earth Day River Clean Up is Sat April 21, 2012.

Members of the Sigma Phi Epsilon Fraternity will be site coordinators this year.

Meet at Father Hennepin Bluffs Park, 6th Ave SE & Main St.

Rain or shine. Gloves and bags provided, along with coffee and water.

Help needed by all neighbors who value our riverfront.

Event is from 9:30 – noon.

If you have a truck we really need you to haul trash from the river’s edge up to 6th & Main.

Green Ideas & Ham (March 20)

Environment Minnesota presents Green Ideas & Ham: From Roots to Rooftops, focused around the subject of green roofs and landscaping for clean water.

This is part of a monthly breakfast forum series for March that will be taking place at the Red Stag Supperclub from 8:00-9:00 a.m. on Tuesday, March 20, 2012. There’s great food too and a chance to network!

MHNA focus groups

MHNA has been holding focus groups this year to get input from people we don’t always hear from. The sessions have been fun and informative.

We’ll be using the ideas to put together a Neighborhood Priorities Plan to submit to the City.

So far we’ve talked with MHNA members, students, international students, non-student renters, riverfront neighbors, reps of places of worship, sorority house directors and creative neighbors.

We’ve scheduled two more for April; see below. Because they are limited to 10 people, and we spring for refreshments, we need RSVPs as soon as possible.

Trees Available from Tree Trust

Tree Trust is partnering with the Cities of Minneapolis and St. Louis Park to provide low-cost trees to residents. Trees must be planted on private property and may not be planted on boulevards.

One tree is available per property owner (maximum of five properties) on a first-come, first-served basis and while supplies last.

Ramp closure through March 23

Interstate 35W/4th Street SE ramp closure begins March 10, 2012

Ramp will be closed for two weeks

Minneapolis motorists may encounter delays and a detour as the ramp from 4th Street SE to northbound I-35W closes at 6 a.m. Saturday, March 10.

The ramp will be closed until Friday, March 23. During the closure posted detours will direct motorists north to New Brighton Boulevard in order to access northbound I-35W.

The closure is needed as part of city of Minneapolis water main work beneath the roadway.
